Seat belts must be made compulsory for occupants of car’s rear seat, say experts

Orthopedicians have made a strong case for mandatory use of seat belts even among the rear seat occupants in a car. Sudden braking often leads to deceleration injuries that can be fatal. At Pune’s Sancheti Hospital, nearly 2,500 persons who have had severe injuries in road accidents are operated upon annually while the trauma care centre of Lokmanya Hospital at Nigdi treats not less than 1,000 road accident victims every year.
Even as the tragic death of Cyrus Mistry, former chairman of Tata Sons, has put the focus on the importance of wearing seat belts, at the Indian Orthopaedic Association, the theme this year is ‘Each One, Save One’. It puts the spotlight on deaths occurring due to trauma and accidents in India.

Dr Chetan Pradhan, president, Pune Orthopaedic Society, who is also the chief of trauma care at Sancheti Hospital, said that daily they were getting five new patients who had sustained injuries in road accidents. “At district level associations too we are following the same theme of saving trauma victims and stepping up awareness by training police, school and college students, firemen and others on road safety practices,” Dr Pradhan said.
Wearing a helmet on a two-wheeler and seat belt in a four wheeler is an absolute must, Dr Pradhan said.
Globally, nearly 1.3 million people die each year as a result of road traffic crashes. In India, according to the recent data from National Crime Records Bureau, road crashes claimed 1.55 lakh lives in 2021. The United Nations General Assembly has set an ambitious target of halving the global number of deaths and injuries from road traffic crashes by 2030 and as per the Centres for Disease Control and Prevention, wearing seat belts reduces one’s risk of suffering injuries or death by about half.
Dr Abhijit Wahegaonkar, former secretary, Pune Orthopaedic Society, told The Indian Express that whiplash injuries often occur due to these accidents where the head is forcefully and quickly thrown backward and then forward. Wearing seat belts in a car is an absolute must, he said.

“Motor vehicles have greater safety features with airbags, lane departure prevention systems. But what people forget is that the first line of defence is a seat belt. The general notion is that with all these advanced systems, one is safe and most times people forget to wear the seat belt,” said Dr Mayur Kardile, consultant spine surgeon at Jehangir Hospital.
Dr Shrikrishna Joshi, vice-president, Lokmanya Group of Hospitals, is appalled that despite awareness about road accidents on highways and expressways, there is a distinct aversion to wearing a seat belt. “We treat at least 1,000 such road accident victims from Pune-Mumbai expressway, old national (NH-4) highway and even along the Nashik highway every year at the trauma care centre at Nigdi. The severity of the injury often depends upon the nature of the accident whether it was head to head collision, a hit from the rear or oblique side. We almost always get cases of polytrauma – which apart from a head injury there is impact on the chest ribs and femur fractures,” Dr Joshi said.
Seat belts are designed to protect critical and vulnerable areas and there can be traumatic injuries in a serious road accident that can be fatal, Dr Neeraj Adkar, Head of the Department of Orthopaedics at Ruby Hall Clinic told The Indian Express.
Similarly, spinal cord injuries can have severe consequences and impair the quality of life, he said and urged that wearing seat belts should be made compulsory.

Irfan is a resident of Kamela area, a chawl at Pathan Chowk. His neighbours said he was a welder earlier, but his business ran into trouble during the pandemic.
About seven years ago, he became “extremely religious” and took up social activities, they said. He is also reported to have supported the anti-CAA protests.

Irfan, a school dropout, lived with his mother, a younger brother, wife, two sons including one who is specially-abled, and a daughter. For the last week or so, his house has been locked.

“I knew him well. He would came to the police station with public issues… He has a petty assault case against him; he was also detained for questioning when he helped his friend to elope with a girl from another community,” said a police source.
According to local sources, Muddassir Shaikh and Abdul Taufiq Taslim, two of Irfan’s friends who have been arrested, were also “very religious”. “Abdul was short-tempered. A few years ago, he went to the Nagpuri Gate police station in the middle of the night, demanding that an FIR be registered against a Facebook post for hurting religious sentiments. After the chemist’s murder, he bragged to others that he had killed the man who insulted the Prophet. Police got their first lead from this,” said a source.

The Yoga Day celebration in Pune will be inaugurated in the presence of Union Minister for MSME Narayan Rane. The celebrations will be organised at Phugewadi Metro station in PCMC limits. General yoga session with regular simple yoga practices will be held from 7 am to 7.45 am. Palewar said that arrangements have been made for more than 1,000 citizens at the venue.
“This year, yoga day is being celebrated in a unique manner in Pune – at Metro station. The Yoga sessions will be held with the participation of the citizens present, at parking space, entrance, near ticket counters and Metro platform of Phugewadi Metro station on June 21,” said Director, NIN, Prof Dr K Satyalakshmi. NIN will provide Yoga mats and healthy snacks to the people, said Prof Dr Satyalakshmi.

Manoj Kumar Daniel, an official of Pune Metro, appealed people to participate in the Yoga festival and see the work of Metro as well. First 1,000 visitors will get a joy ride from Phugewadi to Pimpri-Chinchwad Municipal Corporation headquarters and back. “The free ride is sponsored by the Union Ministry of Micro, Small and Medium Enterprises,” he said.
A three-day ‘Yoga-painting Exhibition’ is also organized by the Central Bureau of Communications, Maharashtra & Goa. Deputy Director, CBC, Nikhil Deshmukh, said that the exhibition is free and there is no need to buy platform tickets either.

Pune Infra Watch: PMC to use solar power for reducing expenditure on power supply for civic facilities

Going for an open-access power purchase to reduce the increasing expenditure on electricity for civic facilities, the Pune Municipal Corporation (PMC) has decided to purchase renewable power at a rate of Rs 3.40 per kilowatt hour (kWh) and save at least Rs 2.35 crore every month.
The PMC standing committee has approved the civic administration’s proposal to sign a Power Purchase Agreement (PPA) with the state government-owned Mahatma Phule Renewable Energy and Infrastructure Technology Limited (MAHAPREIT) for the purpose.
The PMC has to pay around Rs 300 crore every year to meet the power supply needs of civic facilities. It has made a budgetary provision of Rs 293 crore for paying power charges in 2022-23. “It is necessary to take measures to reduce expenditure on purchase of power. The PMC till now have been purchasing power from the Maharashtra State Electricity Distribution Company Ltd (MSEDCL) and it will be beneficial for the civic body to purchase from other power utilities through open access system. As per the norms of Maharashtra Electricity Regulatory Commission (MERC), consumers with more than one megawatt consumption can purchase power through open access system,” said municipal commissioner Vikram Kumar.
All the water purification plants and pumping stations of the civic water supply department have a demand of around 23 MW and consume 1,28,55,450 kWh units per month, which amounts to 15,42,65,400 kWh units every year. “The purchase of power through open access system will reduce the purchase cost by at least Rs 1.83 per unit for the civic body. As per the estimate, the PMC will require 155 million units of power every year with half of it to be consumed during the daytime and the remaining during the night. There will be a need for a 50-megawatt renewable energy source to generate the required 80 million units of power for consumption during the day.
The MAHAPREIT has offered to provide the required power from a renewable energy source through open access system. Thus, it proposed the formation of a special purpose vehicle (SPV) of PMC and MAHAPREIT and a minimum of 26 per cent of its stake has to be with the civic body and guarantee of using 51 per cent of the power generated through renewable energy plant for the civic facilities. The project cost for a renewable energy project of 50 MW is estimated to be Rs 200 crore and the PMC will have to contribute Rs 10.40 crore as its refundable capital investment for the project.
The MAHAPREIT will make available land for setting up solar power generating plant of 50 MW while the SPV will implement the project. “The PMC will be provided power at the rate of Rs 3.40 per unit for 20 years and free of cost for the next five years,” said Kumar.
The purchase of power from solar plants through open access system will help in reducing the emission of greenhouse gases and reduce air pollution, he said adding the earlier plan of purchasing power from another government agency Energy Efficiency Services Limited (EESL) is being held back as it is yet to finalise the land for the project and setting up the project would delay the decision to use solar power for civic facilities.

Pune: IUCAA to offer 7-week vacation programme in astronomy, application closes on May 31

Students keen to pursue astronomy and physics research can enrol for a seven-week programme hosted by Inter-University Centre for Astronomy and Astrophysics (IUCAA) in Pune. The last date for sending online applications for the VSP is May 31.
Students who have completed their first-year M Sc, either in physics, applied mathematics, astronomy, electronics or scientific computing, are eligible to apply for the Vacation Students Programme (VSP). Besides, third-year bachelor’s of technology or engineering and those in the third or fourth year of the integrated M Sc programme can also send applications. The last date for sending online applications for the VSP is May 31.
During the programme, students will be mentored by scientists. They can also take part in seminars and pursue projects.
