5G launch in sight: Telcos issued spectrum assignment letters

In what could significantly reduce timelines of network deployment by telecom operators, the Department of Telecommunications (DoT) has issued the spectrum assignment letters to telcos just 17 days after the auctions for 5G spectrum was concluded. Comparatively, in the previous auctions last year, these letters were issued more than a month after bidding ended.
Communications Minister Ashwini Vaishnaw tweeted on Thursday morning, “5G update: Spectrum assignment letter issued. Requesting TSPs (telecom service providers) to prepare for 5G launch.”
Bharti Airtel said it was provided with an allocation letter for the designated frequency bands it purchased at this year’s 5G spectrum auctions “hours after” it submitted its first tranche of upfront dues towards the airwaves to the DoT, said Bharti Enterprises founder & chairman Sunil Bharti Mittal. Calling it an example of ease of doing business, he said this has never happened in this three decade long experience with the DoT.

“No fuss, no follow up, no running around the corridors and no tall claims. This is ease of doing business at work in its full glory. In my over 30 years of first-hand experience with the DoT, this is a first. Business as it should be…” Mittal said in a statement.
On Wednesday, the DoT received Rs 17,876 crore as upfront dues from four entities that bought spectrum in the auctions that ended earlier this month. Bharti Airtel paid the highest amount of Rs 8,312.4 crore, followed by Rs 7,864.7 crore from Reliance Jio, Rs 1,679.98 crore from Vodafone Idea and Rs 18.94 crore from Adani Group arm Adani Data Networks.
As per DoT’s rules for receiving payments from the spectrum auctions, companies have the option to pay dues in 20 equated annual instalments.
However, they are also free to pay the entire amount or part of it upfront, with the minimum duration for upfront payment being two years.
On August 5, the Department had issued demand notices to all the four companies to pay up their spectrum payments in 10 days, with Wednesday being the final day.
Analysts tracking the field said that before this year, spectrum assignment was typically a months’ long process. For instance, in last year’s auctions, which ended on March 2, telecom operators had submitted their first upfront dues by March 18. But the spectrum assignment happened on April 16, almost a month later after the payments were made. In 2021, the amount of spectrum sold was worth Rs 77,814.80 crore, almost half of what was sold this year.
“Allocation of spectrum post auctions is an administrative and bureaucratic task, and it shows that the government was well prepared in this year’s auctions. Even the earlier decisions that have been taken regarding this, including issuing the Notice Inviting Applications (NIA) for the auctions that was released right after the Cabinet cleared the country’s biggest ever spectrum auctions so far, shows that everything was already in place. It points towards the government making a conscious effort to cut bureaucratic slack. Sunil Mittal is right to highlight this change,” telecom analyst Mahesh Uppal said.
Bharti’s Mittal said that the government also has assigned the company E-band spectrum “as promised”. The E-band spectrum, which is radio waves in the 70-80 GHz band, are pegged to play a major role in helping the telcos with backhaul, which will help smoothen data on their network. Last month, the DoT had agreed to provisionally allot E-band airwaves exclusively to mobile operators via the administrative route in circles where they hold 5G spectrum.

Airtel and Jio have unveiled their 5G rollout plans, with the former saying that it will start rolling out the service this month itself and, by 2024, is expecting to cover large parts of the country, including in rural areas. Airtel has also prepared detailed network roll-out plans for 5,000 towns in India. Jio, meanwhile, has completed 5G coverage planning in 1,000 cities.
India’s biggest ever spectrum auction for 5G airwaves had ended on August 1 with bids upwards of Rs 1.5 lakh crore coming in after seven days of bidding spread over 40 rounds, belying initial expectations that the auction process would be wrapped up in under three days.
Jio emerged as the largest spender in the 5G spectrum auction, acquiring almost half of all the airwaves sold for more than Rs 88,000 crore, and was also the only one to have acquired spectrum in the premium 700 MHz band. Airtel, shelled out Rs 43,084 crore to acquire a total of 19.8 GHz of spectrum in the 900 MHz, 1,800 MHz, 2,100 MHz, 3,300 MHz and 26 GHz bands. Vi spent Rs 18,799 crore and bid for certain medium and high frequency bands. Adani Data Networks acquired spectrum only in the 26 GHz band and spent Rs 212 crore.

CHB to sell 154 vacant units through e-tender

The Chandigarh Housing Board is going to sell 154 vacant units through e-tender. Of the total units, there are about 53 residential units on freehold basis, two commercial units on freehold basis and 99 commercial units on leasehold basis. The bids will start from August 16 and will close on September 6 (10 am). The e-Tender process is open for all the citizens of India as well as NRIs/PIOs above 18 years of age. Those already possessing property (residential or commercial) can also participate in the e-tender.
According to the board, the reserve price of 17 residential units in Indira Colony, Mani Majra, has been reduced by 15 per cent in comparison with last tender details. The reserve prices of as many as 98 commercial units on leasehold basis have been reduced by 15 per cent as well.
The built-up dwelling units will be allotted to the highest eligible bidder, quoting above the reserve price of the unit. GST will not be applicable on the consideration/premium of the unit.
“All willing participants may visit the official website of the Chandigarh Housing Board http://www.chbonline.in to understand the detailed procedure for submission of earnest money deposit (EMD) and e-bids. The terms and conditions and the detailed list mentioning localities/sectors of the built-up units and reserve price can be downloaded from the official website of the Chandigarh Housing Board,” a statement issued said.
In order to submit the e-bids, one is required to get themselves registered at https://etenders.chd.nic.in. A valid e-mail id, mobile number and digital signature are the basic requirements to participate in the e-tender process.
“Bidders are free to revise their bid amount (increase or decrease) for any number of times, till closure of the e-tender process. The whole process is transparent and fair. The number of e-bids submitted and the identity of bidder remain confidential till the opening of e-bids. Even officers of the CHB and National Informatics Centre (NIC) cannot find out such details prior to opening of e-bids,” it was added.
Stickers have been put up at the built-up units for better identification and site offices have been provided at different sectors/location to facilitate inspection by prospective
bidders.
The location of each unit is available on Google Maps, and addresses of site offices and contact details of officials are available on http://www.chbonline.in.

According to the government order issued on August 4, Karnataka State Road Transport Corporation (KSRTC) received Rs 330 crore, Bangalore Metropolitan Transport Corporation (BMTC) received Rs 279 crore, North Western Karnataka Road Transport Corporation (NWKRTC) received Rs 320 crore and Kalyana Karnataka Road Transport Corporation (KKRTC) received Rs 130 crore. The government order stated that Rs 800 crore of the total grant should be used to clear the provident fund (PF) dues and the remaining amount to meet the diesel bills.
The aid comes after IAS officer M R Sreenivasa Murthy, who retired recently, submitted a report in the second week of July on the operations and financial condition of the RTCs to Chief Minister Basavaraj Bommai. In it, he recommended immediate assistance of Rs 2,000 crore to the RTCs to clear the fuel and PF dues. He also asked the government to decide on employees’ demand for pay revision.
A senior RTC official said the aid will provide much relief to the road transport corporations, but added that much needs to be done in terms of administrative and operational reforms to run the corporations in a better manner.

Senior Congress leader P Chidambaram on Sunday said he was veering to the conclusion that Parliament has become “dysfunctional” and alleged that democracy is “gasping for breath” in India with almost all institutions tamed, emasculated or captured.
He also said Rajya Sabha Chairman M Venkaiah Naidu “failed” to protect Leader of Opposition Mallikarjun Kharge last week from being summoned by the Enforcement Directorate (ED) when the House was in session.

In an interview with PTI, Chidambaram also dismissed Home Minister Amit Shah’s remarks linking the Congress’ demonstration against price rise on Friday to the Ram temple foundation day, saying the anniversary of the ‘Shilanyas’ was “far from our mind” when the date for the protest was fixed.
It was fixed taking into account that all the MPs will be in Delhi on Friday because the voting for the vice presidential poll was on Saturday, he said, adding that one can always twist logic to blame someone.
“Moreover, it was on August 5, 2019 that the illegal dismembering of Jammu and Kashmir took place! Let’s leave these aside when discussing a serious issue,” Chidambaram said.
Shah had linked Congress leaders’ protest in black clothes over the issues of price rise, unemployment and GST hike to what he said was the party’s “appeasement” politics to convey its opposition to the Ram temple foundation stone laying by Prime Minister Narendra Modi on August 5 in 2020.

Chidambaram also rejected BJP leaders’ charge that the Congress’ protest on August 5 was an attempt to save the party’s top leadership that is facing questioning by the ED in the National Herald case.
“We had announced and made it clear that the protests on August 5 were exclusively on inflation, unemployment and Agnipath. If people pretend to be deaf and blind to the announcement, what can we do?” he said.
The leaders summoned in the National Herald case are strong enough to defend themselves and they also have the full support of the rank and file of the party, Chidambaram asserted.
Asked about Kharge’s summoning by the ED during the working hours of Parliament last Thursday, he said it was a “sad day” for Rajya Sabha when the Chairman “failed to protect” the Leader of the Opposition from being summoned when the House was in session.

“Contrast the support extended by the US government to Ms Nancy Pelosi, Speaker US House of Representatives, on her visit to Taiwan. The Executive branch respected the authority and autonomy of the Legislative branch. The US government sent its aircraft carrier to the seas off Taiwan and also kept air support ready,” he pointed out.
In our country, the Executive branch summoned the Leader of the Opposition when Rajya Sabha was in session and one of the two heads of the Legislative branch “pleaded helplessness”, he said, adding that it was a “sad day”.
On ED probes against several Opposition leaders, Chidambaram refused to comment on any particular case but asserted that it was increasingly and abundantly clear that the powers of investigation and the laws were directed only at members of the Opposition.
“Institutions have been tamed or emasculated or captured. Democracy is gasping for breath. We may have the shell of democracy, but inside, the shell has been hollowed out. This applies to almost all institutions, which is what Shri Rahul Gandhi alluded to in his reply (at the press conference Friday),” he said.

With Parliament unable to transact much business during the Monsoon session due to frequent adjournments amid Opposition protests over a host of issues including price rise, Chidambaram said he is “veering to the painful conclusion that Parliament has become dysfunctional”.
He asserted that the single big reason for this was that the treasury benches had “no interest” in dialogue, discussion and debate.
“Let me ask, what calamity would have befallen if the government had agreed to a debate under Rule 267 on price rise on the first day? The debate would have been concluded in one day. Instead, we wasted two weeks,” he said Chidambaram also hit out at Finance Minister Nirmala Sitharaman for her reply to the debate on price rise in Parliament in which she had said that India does not face any risk of either recession or stagflation as its macroeconomic fundamentals are “perfect”.
No one from the Opposition hinted at an impending recession or stagflation and these were set up by the government like “straw men” so that the government can shoot them down, he said.

“Our concerns were rising prices and rampant unemployment. The twin factors have placed an unbearable burden on the poor and the middle class. The finance minister was obliged to spell out the steps that the government intended to take to moderate prices and to create jobs. The FM did not,” he said.
Chidambaram also criticised Sitharaman’s comparisons with other countries, saying they were “odious”.
“The burden of inflation is always relative to income and savings. If a country like the US has high inflation, please remember that Americans also have a high per capita income and high savings. In a country like India with a low per capita income (less than USD 2,000) and low savings, high inflation places an intolerable burden on the people,” he said.
Chidambaram said he was surprised that Sitharaman did not notice the vital difference between a country like the US and India.

“To give a banal example, if an Indian patient has 101 degrees fever, what is the satisfaction in saying that the American patient has 103 degrees fever? Both are very sick,” he said.
Opposition members in Parliament blamed the BJP-led central government’s policies for the price rise and accused it of ignoring the plight of common people.

The case will be investigated by a newly created Bengaluru unit of the NIA, police sources said. The case, registered by an NIA police station in New Delhi this week, will be transferred to a court in Bengaluru.

Praveen Nettaru was hacked to death by three men at Bellare village on the night of July 26. The motorcycle-borne assailants attacked the BJP youth leader as he was leaving his poultry store.
Police in Bellare had registered an FIR in the early hours of July 27, but the BJP government in Karnataka decided on July 29 to hand over the investigation to the NIA. The state government subsequently wrote to the MHA.
The investigation by the Karnataka Police has led to the arrest of four people — Mohammed Shafiq, Zakir Savanoor, Saddam and Harris — who were all residents of the Dakshina Kannada region. They are alleged to have provided logistical support, including shelter and food, for the main attackers who are yet to be arrested.
In its order to the NIA, the MHA noted that “local police arrested four accused persons and further investigation in the case has revealed that the accused conspired to do this act with the intent to strike terror among the people of the locality”.
The order also said that Sections 16 and 18 of the Unlawful Activities Prevention Act (relating to acts of terror) and Section 120B of the Indian Penal Code (for criminal conspiracy) has been invoked in the case by the Karnataka Police.

According to the order, the central government is of the view that a scheduled offence under the National Investigation Agency Act of 2008 was committed in the case, and “having regard to the gravity of the offence and its inter-state ramifications, it is required to be investigated by the NIA in accordance with the National Investigation Agency Act, 2008”.
The decision came even as police have claimed to have identified the killers, who they say are on the run.
The Karnataka Police will continue to investigate the murder as the NIA begins its formal takeover of the case in order to prevent a loss of momentum in the probe, senior police officials have said.
Karnataka Home Minister Araga Jnanendra said on Saturday that the state police have gathered information that the murder was executed by people from the Dakshina Kannada region who are affiliated with a radical outfit.
“The information that we have is that the murder of Praveen Nettaru was carried out by people who are locals of the Mangaluru region. Police are investigating their affiliations and all efforts are on to arrest the accused,” the Jnanendra said.
