A day after Delhi health minister Satyendar Jain’s arrest, Chief Minister Arvind Kejriwal called the case filed by the Enforcement Directorate (ED) “completely fake and fraud” and said that Jain was targetted due to “political reasons”.
“I have personally read Satyendra Jain’s case filed by the ED and it is completely fake. All the actions that have been taken by centrally maintained agencies are politically motivated. And in this case, also Jain has been targeted because of political reasons. We have a very honest government, which neither tolerates nor does corruption. This case will not last long, the truth always wins in the end. We have faith in our judiciary,” said Kejriwal.

“We always stood against corrupt activities and took action against such activities. Corruption of not even a single penny has happened in our government. You must have seen in Punjab, action was taken against a Cabinet minister based on the evidence of an audio recording of the minister indulging in corruption. No one from the opposition or media knew about this incident and if we wanted we could have hid it, but ours is a strict and honest government. Action was immediately taken against the minister and he was dismissed. “So, I have read his (Jain’s) case and found it to be completely fake and fraud. I myself would have taken action against him and removed him from the position and party, if I had found any fault or anything wrong against him, but this case is completely fake and there is no fault on his part,” Kejriwal told reporters during a field inspection of the PWD’s streetscaping project.
Jain, who holds the portfolios of health, power and home, was arrested by the ED in a money laundering case on Monday evening. The case is based on a CBI first information report lodged against the AAP leader in 2017 under the Prevention of Corruption Act where he was accused of having laundered money through four companies allegedly linked to him. Last month, the ED provisionally attached immovable properties worth Rs 4.81 crore belonging to these companies.

To make retrofitting of vehicles easy, transparent and accessible to the public, the Delhi transport department is planning to make the entire process online — from applying for fuel conversion to details about manufacturers, products, cost, dealers and how to apply for kits.
Following the orders of the National Green Tribunal, the Delhi government had last year announced scrapping of 15-year-old petrol vehicles and 10-year-old diesel vehicles. In January, around 1 lakh diesel vehicles were de-registered, and the transport department gave three choices — to get the vehicle scrapped from empanelled dealers, or to get it converted to electric with government-approved retrofitting kits, or to obtain a no-objection certificate and sell such vehicles outside the national capital.

However, some officials cautioned that the kits are costly, and come at different prices for different vehicle models. For instance, a kit for a car like Swift Dzire is Rs 5 lakh.
According to a senior official, the processes will be taken online and updated on the Vahan software. The transport department also held a meeting with the Nation Informatics Centre (NIC) in this regard on Monday.
“Vendors for manufacturing the retrofitting of old petrol and diesel vehicles have been approved by the International Centre for Automotive Technologies (ICAT) and Automotive Research Association of India (ARAI). These companies will be regulators, and will establish dealers and centres where the public can apply for the conversion of vehicles. To make the process easy and transparent, a mapping of all manufacturers and approved kits, details about the engine and its make, dealers and workshops, etc will be made available online,” said Ashish Kundra, principal secretary cum commissioner, transport department.
Kundra said ICAT and ARAI have approved 11 retrofitting kit manufacturers. “We are preparing a framework and master data to make the process hassle-free,” he added. He said the scheme will be approved in 10-15 days, and Vahan software will be updated.
Explaining the process, a transport department official said, “There are two processes, one is about what is available and the other is how to use it. The first one is for the suppliers or manufacturers. They will put details, like their location, products, the type of vehicles they are supplying the engines/kits for, and approved kits.”
The second is for consumers, where they get information on how to apply, product suitable for their vehicle, dealers and workshops. “After getting details about empanelled kits, consumers can apply online, visit nearby centres, see the model and pay if they are happy with the product. Even after getting the vehicle retrofitted, vehicle owner will not have to go to the motor licensing officer for in-person approval. The approval will be done online, ” said the official.

Pace of Covid-19 vaccination slows down again in Delhi

The pace of Covid-19 vaccination has slowed down again in Delhi over the last two weeks, with the highest number of shots administered in a day during the period being 35,775. This is because the population has reached a saturation level when it comes to the first and second doses in adults; district authorities are now focusing on the second dose in children between the ages of 12 and 14 years and precaution doses in adults.
Vaccination has been slow in the month of May with the peak seen during the first week of the month at 51,863 doses a day. In comparison, over 83,000 shots were administered in a single day at the peak in April, which was driven mostly by the second dose in young children.

May was also when the number of precaution doses started crossing the number of second doses administered in the city, following the Delhi government’s move to provide the shots free to all adults. The uptake of precaution doses had been slow since it was opened in January for healthcare workers, frontline workers, and those above the age of 60 years with comorbidities.
Of the 24,192 shots administered in Delhi on Friday, 10,075 were precaution doses and 10,483 were second doses, according to the data from the government’s CoWIN portal. So far, almost 10.9 lakh precaution doses have been administered in the city. However, with all adults now allowed to take the shot – after completing nine months, or 90 days for international travellers – nearly 1.5 crore people in Delhi are eligible.

Target for Delhi government schools this academic year: plant 1.5 lakh saplings

Delhi’s government schools have been given the target to collectively plant 1,50,000 saplings on their premises in the academic year 2022-2023. This target—of 40,000 trees and 1,10,000 shrubs—has been fixed by the government’s Department of Environment.
This means that each school has been given the goal to plant at least 100 saplings—30 trees and 70 shrubs—on their premises during this academic year.
As part of the environment drive in schools, a ‘Van Mahotsav’ will also be held in all schools between August 1 and 15, with activities to create awareness of the importance of tree plantation and greening. Though this plantation drive is to be a year-long effort in schools, the education department has asked them to meet 50% of their target by the end of the Van Mahotsav.
The saplings for plantation drives are made available to schools free of cost at nurseries run by the Delhi government’s forest department.

Delhi’s Mathura Road stretch set to become traffic signal-free

The Delhi public works department (PWD) has decided to make the Mathura Road stretch traffic signal-free in a bid to end traffic jams and make the commute between central and south Delhi easier. According to officials, the PWD will remove all the five traffic signals on the stretch and provide four U-turn underpasses for smooth commuting.
According to officials, the work is part of the ongoing Pragati Maidan corridor redevelopment project. “No construction is allowed on the Mathura Road as the stretch houses several Archaeological Survey of India (ASI) monuments such as Purana Qila. It also houses the crafts museum and National Zoological Park. So, we have decided to remove the traffic signals and implement back-to-back u-turns to provide relief to commuters while not disturbing any monument,” said a senior PWD official.
“The Mathura Road traffic starts from ITO ‘W’ point and goes towards Sundar Nagar, Kaka Nagar, Lodhi Road and other areas. Due to the signals, traffic on this stretch has always been heavy and slow moving,” said the official. The U-turn underpasses will also provide direct connectivity to Pragati Maidan parking, administrative office and so on, added the official.
Besides, two other underpasses on Bhairon Marg which will go below the railway track, one at Tilak Marg and a 1.2-km long tunnel at Pragati Maidan are also coming up to decongest the entire area, said officials. The entire stretch will be opened to the public by the end of May, added officials.
