‘Cannot expect customer to carry goods in hands out of showroom’: UT Consumer Disputes Redressal Commission to Bata India

The UT Consumer Disputes Redressal Commission, here on Friday, upheld the penalty of Rs 6,100, imposed by the District Consumer Commission on Bata India stating that “If the appellant (Bata India) claims itself to be responsible and environmentally conscious, then it should have given carry bags to the customers free of cost”… adding that “A consumer is not supposed to take those slippers, without any carry bag, in their hands out of the showroom. A carry bag is must to carry those slippers/goods.” Bata India, in its appeal before the state forum, had argued that they are a responsible corporate concerned towards environmental degradation and that the company added it is actively initiated various steps for the protection of the environment. The company had moved the state commission after being imposed the penalty at the district level.
The district commission, on a complaint filed by Harjas Singh of Mohali, had directed Bata to refund Rs 4, cost of the carry bag, besides Rs 1,100 as compensation for harassment and mental agony and Rs 5,000 as litigation expenses. Bata argued that the district commission failed to appreciate partial costs of paper bags, which were optional for a customer, were being charged in terms of the liberty granted by National Consumer Disputes Redressal Commission, New Delhi. It was also added that there was no mandate for manufacturers/ retailers to provide carry bags in addition to primary packaging, without charge. Harjas stated that Bata’s business is footwear and not a whole sale business forcing customers to purchase carry bags.
The State Commission said, “…if the appellant claims itself to be responsible… it should have given the bags free of cost as the price  [is] included in the profit margins”

Keeping pace with the growing age of technology, HSVP has launched its digital service. This service is for those allottees who cannot come to the office due to health-related reasons. With the launch of this facility, they can avail the biometric attendance service at their doorstep only for transfer permission. The allottee can choose a slot as per his convenience while sitting at their homes only. A vehicle equipped with the required equipment will be sent at the doorsteps of the allottees. This service is free for allottees having a smaller size plot of 4 marlas while others will have to pay a prescribed fee.

After ensuring that by June end, the Haryana Vidhan Sabha shall convert into the e-Vidhan Sabha (a paperless Vidhan Sabha) and the upcoming monsoon session shall be held in a paper-less format, the Haryana Civil Secretariat has now come up with another unique initiative – lending Kindles to officers.
The Civil Secretariat’s library has procured 10 Kindles that can be got issued by the officers of the Civil Secretariat for a maximum period of 15 days. “This is to inform you that the Library, Haryana Civil Secretariat, has procured 10 internet-enabled Kindles that are portable wireless electronic reading devices for reading books. Amazon offers a number of classics for free. In fact, they offer free kindle books in a variety of genres. However, those desiring to read any particular book of their choice can buy their own books using a personal Amazon account”, an official communication sent to officers from the office of Chief secretary Sanjeev Kaushal mentioned.

Chandigarh: Demolition of Colony No. 4 begins under tight security arrangements

The demolition of Colony No. 4 – the oldest colony of Chandigarh – began at 5 am Sunday in the presence of 2,000 police personnel and 10 executive magistrates. The demolition faced no resistance from the colony residents even as the administration had imposed prohibitory orders under Section 144 of the CrPC.
The decision to raze the oldest colony was taken to make Chandigarh slum-free but scheduled demolitions were put on hold several times over the last 11 years.
Seven days were given to the residents last week to vacate the colony as vacant EWS houses were provisionally allotted to them. Most of them were shifted to EWS flats in Maloya earlier.
Based on a biometric survey of Colony No 4 carried out by the Estate Office, a new list of 658 residents was sent to Chandigarh Housing Board on April 29. A camp was organised in the office premises of the SDM (East), Chandigarh, for provisional allotment of flats under the affordable rental housing scheme at the Maloya housing complex.
Of the 658 residents, 299 came up for registration and the process of accepting applications under the scheme went on till about 1.00 am on Saturday. Following that, a draw of lots was conducted and 290 residents were given EWS flats on a rental basis.
As per the prohibitory orders issued by the Chandigarh administration, the assembly of five or more persons in the colony and within 500 metres of its periphery is barred. The police announced traffic restrictions on routes going towards the colony.

24×7 power, 300 free units very soon, says Power Minister Harbhajan Singh

Punjab Power Minister Harbhajan Singh Thursday said the Aam Adami Party government will soon issue an order on the promised 300 units of free electricity. In Amritsar to pay obeisance at Harmandir Sahib after becoming minister, Harbhajan said, “We will provide 24-hour power supply. The promise of 300 free units will also become reality very soon. AAP is not like other parties that start work on their promises in the last three months of government. It was one of the guarantees given by us, and we will keep it.”
Earlier, he met officials from the district and stressed that the government will not tolerate corruption in any office. He said, “The Chief Minister has formally started eradicating this disease (corruption) by launching a helpline.”
Harbhajan Singh told officers, “I have served in the government department so I am well aware of your needs and problems. I will not put any pressure on you and you will have the freedom to act according to the law.” He said that the manner in which AAP has been voted in, it has raised the expectations of the people, which cannot be fulfilled without the cooperation of government officials and employees.
“We should take care to ensure that there was no inconvenience to the people in government offices. Do not let any work in the office linger for a long time,” the minister said.
