Behind Agnipath scheme protest: Temporary stint, no pension or health benefit

Hours after protests erupted in several parts of the country against the short-term Agnipath scheme for the armed forces, officials sought to allay concerns and circulated a Myth vs Fact document to underline that the new scheme will not only bring in new capabilities but will also open up avenues in the private sector, and help the young men become entrepreneurs with the aid of a financial package.
For those protesting on the streets or watching from the sidelines, the primary concerns and insecurity have to do with the temporary nature of the new scheme — service is only for four years; pension has been removed; and there is no lifelong healthcare benefit for the soldier and his family.

There is also the fear that many of them may no longer be eligible — there has been no recruitment since 2020, and to become an Agniveer an aspirant has to be between age 17.5 and 21. Late Thursday night, the government granted a one-time waiver on the upper age limit by raising it to 23 years for 2022.
Until now, a soldier had job security for approximately 17 years, and thereafter the comfort of pension and access to subsidised healthcare for himself and his family. The Agnipath scheme will end these benefits. One of the core but unsaid aims of the scheme is to cut down on the soaring salary and pension bill of the armed forces. For this year, the government has allocated over Rs 2.5 lakh crore under these two heads alone, out of the Rs 5.25 lakh crore defence budget.
The Agniveers, as the soldiers will be called under the four-year Agnipath scheme, will be paid for the tenure, and will get a lumpsum amount of Rs 11.7 lakh at the end of the service, which will be tax free. There is no concept of pension or lifelong health benefits.
In case an Agniveer dies while in service, the family will get Rs 1 crore including insurance, ex-gratia and balance salary. But it will be a one-time payout.

These benefits will, however, continue for those who become part of the armed forces after the four-year period. As the scheme envisages, all Agniveers will finish their four-year tenure and then there will be fresh recruitment of 25 per cent of the same pool. They will continue in the services for 15 more years, and will get pension and the health benefits existing today.

The rest though will be free to pursue other careers, with several departments and governments announcing that they will get preference, educational credits, skill certificates, to help them rehabilitate in other fields.
Official sources said the theory that Agniveers will be “insecure” is a myth. Those wishing to be entrepreneurs, the sources said, will get a financial package and bank loans and those wishing to study further “will be given 12 class equivalent certificate and bridging course for further studies”.
For job-seekers, the government has already said they will get priority in the Central Armed Police Forces. Some BJP-ruled states have also assured priority in police recruitment. Additionally, the government has said “several avenues are also being opened for them in other sectors”.

There is also concern about how the new recruitment path will align with the previous system based on the Recruitable Male Population (RMP) system for the Army, which is the proportion of the male population, which meets the Qualitative Recruitments laid down for recruitment, and is about 10 per cent of the total male population of a state, based on the census.

Sources within the defence services said the modalities of how this will happen are still being worked out. But the sources suggested that the population of the armed forces will represent the population of the country.
Government sources claimed that in the coming years “recruitment of Agniveers will be around triple of the current recruitment in armed forces.” But on Tuesday, the day of the announcement of the scheme, the government said the intake this year will be 46,000, and will go up to 50,000 to 60,000 annually over the years.

Free sarees stand out at Rajkot event; organisers say Modi, not freebies, is the draw

At the massive public meeting addressed by Prime Minister Narendra Modi after the inauguration of a hospital at Atkot in Gujarat’s Rajkot district on Saturday, thousands of women clad in saffron sarees stood out. The event’s organisers said the sarees had been distributed freely, making their task easier.
Workers of the ruling BJP’s Mahila Morcha (women’s wing), secretaries of milk-cooperative societies and party supporters went door to door on Friday and distributed bandhanis, a type of saree, free of cost among the women who had agreed to attend Modi’s public meeting. “We distributed 50,000 saris among women for the event. That was not to draw women to the public meeting but to help them look distinct. In all, around 60,000 women attended the public meeting and not all of them had got sarees,” Bharat Boghra, managing trustee of the Atkot-based Shree Patel Seva Samaj Trust, told The Indian Express.

Modi was in Atkot to inaugurate the KD Parvadiya Multispeciality Hospital constructed by the trust at a cost of Rs 50 crore on the Rajkot-Bhavnagar state highway. “With the help of donors, we had ordered the sarees directly from textile mills in Surat,” Boghra, who is also vice-president of the BJP’s state unit, said while refusing to divulge details of the money spent on the sarees.

Anju Kansagra, in-charge of the BJP’s Mahila Morcha for ward no. 12 in the Rajkot Municipal Corporation, said the saree distribution helped to draw a bigger crowd. “It helped to draw a crowd and made our task somewhat easier. From ward no. 12, we could convince 407 women and 53 men to come to Atkot and we ferried them in 11 buses. Without the sarees, I am afraid we could have managed to fill only about four buses,” Kansagra said.

Seema Agrawal, treasurer of Mahila Morcha for ward no.2, said that Anjali Rupani, in-charge of the women’s wing in Rajkot city and wife of former chief minister Vijay Rupani, had arranged for additional sarees. “All women who were given the sarees the previous day came to Atkot today,” Agarwal said.

Those who got the free sarees said that they had instructions to wear them only for the Atkot public meeting. “We were asked to wear them for today’s event only and that we do not need to return them. Nor did they give me the saree on the condition that I will have to wear it to future BJP events also though I am free to do so on my own,” said Deepa Vaishnani (37), a homemaker from the Umiya Chowk area on 150-feet Ring Road in Rajkot.

In Jasdan town, the sarees were distributed by Ramaben Makwana, former president of the Jasdan municipality, women at the public meeting said. “We got the sarees from her yesterday and were told that we could keep them. So we accepted them and wore them today,” Lakshmi Ghodakiya (60), a casual labourer from the town, said.

A group of women from Bhandariya village of Jasdan taluka said that Pravin Desai, secretary of a milk cooperative society in their village, distributed the sarees among 60 women. “But it is not for the saree that I have come here. They told me that Modi was coming to Rajkot and that we should attend the meeting and thus, I came,” Ramaben Malaviya (47), a farmer from the village said, adding she always voted for the BJP.

Boghra said that the 5,001 women who lined up the road from the hospital to the public meeting venue across the highway to welcome the prime minister were also given stainless steel pots and coconuts free of cost. Many women in the audience complained that they did not get the pots and the coconuts. “But it is not for such freebies that women attend public meetings of Narendra Modi. They do it because they have faith in Modi and want to listen to him,” insisted Harshidaba Kanojiya, secretary of the Mahila Morcha for ward no.2 in Rajkot city.

Kamlesh Mirani, president of the Rajkot city unit of the party, said that 20,000 people from the city, including 5,000 women, attended the event in Atkot. “From Rajkot, we managed to send 204 buses full of supporters to Atkot. And thousands of people went to Atkot in their private vehicles to listen to Modi,” said Mirani.

In a scathing attack against BJP, Delhi Chief Minister Arvind Kejriwal said that if BJP wants everyone to watch the movie The Kashmir Files, filmmaker Vivek Agnihotri should release it on YouTube so that it is available to everyone.

This comes a day after BJP legislators in the Delhi assembly interrupted the ongoing budget session, demanding that the movie The Kashmir Files be made tax free in the state, Chief Minister Kejriwal said that if the filmmaker Vivek Agnihotri wants everyone wants to watch the movie, he should release it on YouTube so that it is available to everyone.

The movie has already been declared tax free in Uttar Pradesh, Bihar, Uttarakhand, Chandigarh and Himachal Pradesh among other states.

“I read it in a newspaper yesterday, that a BJP MLA in Haryana was screening the movie for free in a park. Vivek Agnihotri tweeted immediately, asking (Haryana CM) Manoharlal Khattar to make sure that people buy the tickets to the movie. Some people are earning crores of rupees in the name of Kashmiri pandits and you (BJP) leaders have been asked to put up posters. What are you doing! Open your eyes. They are treating you like sheep,” Kejriwal added.
Kejriwal also said that the BJP had not been of any help to the people of Delhi, where all work was done by his government.
“Even Hitler employed his lackeys. What did you get? Did your children get jobs, made arrangements for food and power? Only Kejriwal works for you. I have jobs to 12 lakh youngsters of Delhi, imoroved schools and hospital. If someone is unwell in your house, Kejriwal gets them medicine, not (Prime Minister) Modi. I want to tell all BJP workers and supporters, open your mind a bit and stop this mindless following. They are treating you like sheep. All of you quit BJP and join AAP. You will be respected, we will not make you raise false slogans and we won’t make you put up posters of these false movies either. Do whatever, don’t promote a movie. You came into politics to do bigger, better things,” he said, as laughter rang out in the Vishan Sabha.

Delhi people want BJP-free MCDs: Sisodia hits out at unification bill

Following close on the heels of Chief Minister Arvind Kejriwal’s statements, his deputy Manish Sisodia Wednesday challenged the BJP to conduct the civic polls immediately.
“The BJP has been ruling the MCDs for the past 17 years, and it has only seen corruption all these years. The party has been ruling from when the MCD was a single organisation, and also when it was trifurcated, but the city has seen no development except deep-rooted corruption,”. said Sisodia.

Calling it ‘corrupt’ and ‘afraid’, Sisodia said, “Don’t run away from municipal polls. If you have courage, conduct the polls immediately. Delhi people don’t care whether you hold the polls under one MCD or five. They want BJP-free MCDs that work for the development of the city, primary education, and health.”
Sisodia said, “Despite being in power for 17 years, the BJP could not manage small schools, upgrade hospitals, clear garbage, and pay salaries to sanitation workers. Sanitation workers, employees of MCD, and people in Delhi are tired of the party, and want to see a change in the way the corporation is run,” he said.
 

Sisodia further said Delhi people will wipe out the BJP in the civic polls this time: “Don’t play dirty politics of unification and trifurcation to delay the polls,” said Sisodia.
Earlier, in the day Arvind Kejriwal had attacked the BJP, and dared it to hold polls on time. He said the AAP would quit politics if they lost.
Meanwhile, responding to the AAP’s allegations, Delhi BJP Spokesperson Praveen Shankar Kapoor said, “The statements of Kejriwal and his party leaders over MCD polls reflect their frustration and lust for power. The statements do not show any concerns for civic employees.”

Through the unification of the three corporations, the central government is trying to improve the financial health, and working sector. Soon all modalities will be completed and the election dates will be announced, said Kapoor.
The MCD elections that were supposed to be held in the first week of April have been deferred by State Election Commission (SEC) due to the Centre’s proposal for its unification. The central government Tuesday approved a bill to merge North, South and East Municipal Corporations in Delhi.
In a statement, BJP state president Adesh Gupta said, “There is an atmosphere of joy and happiness on the decision to unify all three corporations. The corporation is again going to become stronger after ten years for which everybody is thanking Prime Minister Narendra Modi. He said the Kejriwal led government has ruined the condition of corporations in past ten years. Whether it is safai workers, teachers or other departments employees it was becoming difficult to pay their salaries. It’s all because of the fact that Kejriwal government has deliberately crippled the corporations financially so that all development activities come to a halt and he gets political benefit out of it.”
