The Class 10 examination results have triggered a war of words in Andhra Pradesh (AP) with the Opposition blaming the government for over two lakh students failing in the boards: The pass percentage of 67.26, coming in the wake of the pandemic, is the lowest in the last 20 years. On Thursday, TDP general secretary and son of former chief minister Chandrababu Naidu, Nara Lokesh Naidu, upped the ante and reached out to students and parents over Zoom, but was interrupted by ruling party (YSRCP) leaders, who accused the TDP of politicising school examinations and students. The TDP shut out the YSRCP voices and continued with the video conference. But the TDP initiative as well as the YSRCP challenge mark a good moment in public political discussion, in which issues such as school education usually take a backseat, if they figure at all. School education is far too serious a matter to be left to the bureaucracy; it ought to feature more in the agenda of political parties.
That the YSRCP, which has been sweeping elections at all levels in AP since the state was bifurcated in 2014, felt it necessary to intervene in the discussion over exam results, however, could also point to the traction the issue of education has traditionally had in Andhra society. In fact, education has been something of a possible gamechanger in elections in some of the southern states for some years now. If the socialisation of educational institutions polarised Kerala in the late 1950s, leading to a mass movement and the undemocratic dismissal of the CPI government in 1959, the AIADMK under MGR enhanced its pro-poor image and cemented its electoral appeal by introducing a mid-day meal scheme in Tamil Nadu in the early 1980s. In recent months, the DMK in Tamil Nadu has found in NEET, the entrance exam for medical and pre-medical courses, an issue to corner both the BJP and AIADMK. Elsewhere, Nitish Kumar in Bihar and Arvind Kejriwal in Delhi have cultivated constituencies by focusing on school students and their parents. Free schooling and bicycles for girl students have allowed Nitish Kumar to carve a niche in a polity defined primarily by caste whereas Kejriwal has made the work done by his government in schools a calling card as AAP seeks to expand beyond Delhi.
Hopefully, other political parties will take a cue from TDP, YSRCP, DMK, JD(U), AAP, and bring education to the forefront of political debate. It would be a necessary departure from the polarising talk on identity and religion that mostly dominates it.

‘AAP will speed up drive to free govt land from encroachments’
Punjab Rural Development and Panchayats Minister Kuldeep Singh Dhaliwal Thursday claimed that he his department has manged to get 100 acres of government land freed from illegal possession across the state.
He added that his department has been directed to gather fresh details of land under illegal possession across the state up to 2021.
The minister cited a 2010 report saying that there was more than 50,000 acres of government land under illegal possession as per that report.
The Rural Development & Panchayats Department, he said, had in the last few days illegal possessions have been removed from 79 acres and one kanal of land, including 62 acres of land only in Jalandhar division.

Power politics: With an eye on Himachal as well, AAP announces free electricity in Punjab
In Punjab, where power has been costliest in the country and “faulty” Power Purchase Agreements (PPAs) are a major political issue, the Aam Aadmi Party-led government has announced 300 units of free power.
The announcement, the biggest of the AAP government so far, was made on Saturday, when it completed one month in office. Besides standing the party in good stead in Punjab, the scheme may also help it in neighbouring Himachal Pradesh, which goes to the polls later this year. It was only a day earlier that Himachal Pradesh Chief Minister Jai Ram Thakur announced 125 free units of power.

It was on June 29 last year that AAP supremo Arvind Kejriwal promised the 73.80 lakh power consumers in Punjab that his party, if voted to power, would provide them with 300 units of free electricity, along the line of a scheme in Delhi, where he is chief minister. Chief Minister Amarinder Singh was then having a tough time in the Punjab Congress, his failure to provide the promised cheap power and terminate PPAs being among the reasons.
The Congress high command constituted a Mallikarjun Kharge-led panel in May 2021. On June 27, the panel submitted to Amarinder an 18-point agenda, one of which was the proposal to give 300 units of free power. Amarinder’s government, however, told the high command that it was not doable.
After Amarinder’s ouster in September 2021, when Charanjit Singh Channi took over as his successor, he slashed the tariff for the first 300 units by Rs 3 for consumers having loads of up to seven kilowatts. The first 100 units of power are being charged at Rs 1.19 per unit for all domestic consumers. Earlier, it was Rs 4.19. After that, consumption between 100 and 300 units was billed at Rs 4 instead of Rs 7 per unit. For more than 300 units, the charges were at Rs 5.76 per unit as against the earlier rate of Rs 8.76. This benefited 69 lakh consumers—everyone except for those who could afford high power bills, according Channi.
However, electricity tariffs are not a new political issue in the state. Sensing that it could be a vote-catcher, former chief minister Parkash Singh Badal gave free farm power during his 1997-2002 stint. It was scoffed at by experts then as a drain on the exchequer. When Amarinder took over as chief minister in 2002, he did away with the subsidy partially. The narrative then turned against Amarinder.
Later, the Opposition Congress blamed PPAs with private thermal plants for the high power prices. The PPAs were said to favour the private players in that the government had to pay them sustenance fees even on off-peak days, when it did not procure power from them.
The burden on the exchequer was being passed on to the consumers. Amarinder had promised that he would do away with PPAs but later said they were such legally sound documents that no government could touch them. This created unease in the Congress itself.
The AAP government now faces the challenge of not only footing the Rs 6,000-crore free power bill but also taking a call on PPAs.

24×7 power, 300 free units very soon, says Power Minister Harbhajan Singh
Punjab Power Minister Harbhajan Singh Thursday said the Aam Adami Party government will soon issue an order on the promised 300 units of free electricity. In Amritsar to pay obeisance at Harmandir Sahib after becoming minister, Harbhajan said, “We will provide 24-hour power supply. The promise of 300 free units will also become reality very soon. AAP is not like other parties that start work on their promises in the last three months of government. It was one of the guarantees given by us, and we will keep it.”
Earlier, he met officials from the district and stressed that the government will not tolerate corruption in any office. He said, “The Chief Minister has formally started eradicating this disease (corruption) by launching a helpline.”
Harbhajan Singh told officers, “I have served in the government department so I am well aware of your needs and problems. I will not put any pressure on you and you will have the freedom to act according to the law.” He said that the manner in which AAP has been voted in, it has raised the expectations of the people, which cannot be fulfilled without the cooperation of government officials and employees.
“We should take care to ensure that there was no inconvenience to the people in government offices. Do not let any work in the office linger for a long time,” the minister said.

Put The Kashmir Files on YouTube, everyone will watch it: Kejriwal on BJP demand to make movie tax-free
In a scathing attack against BJP, Delhi Chief Minister Arvind Kejriwal said that if BJP wants everyone to watch the movie The Kashmir Files, filmmaker Vivek Agnihotri should release it on YouTube so that it is available to everyone.

This comes a day after BJP legislators in the Delhi assembly interrupted the ongoing budget session, demanding that the movie The Kashmir Files be made tax free in the state, Chief Minister Kejriwal said that if the filmmaker Vivek Agnihotri wants everyone wants to watch the movie, he should release it on YouTube so that it is available to everyone.

“I read it in a newspaper yesterday, that a BJP MLA in Haryana was screening the movie for free in a park. Vivek Agnihotri tweeted immediately, asking (Haryana CM) Manoharlal Khattar to make sure that people buy the tickets to the movie. Some people are earning crores of rupees in the name of Kashmiri pandits and you (BJP) leaders have been asked to put up posters. What are you doing! Open your eyes. They are treating you like sheep,” Kejriwal added.
Kejriwal also said that the BJP had not been of any help to the people of Delhi, where all work was done by his government.
“Even Hitler employed his lackeys. What did you get? Did your children get jobs, made arrangements for food and power? Only Kejriwal works for you. I have jobs to 12 lakh youngsters of Delhi, imoroved schools and hospital. If someone is unwell in your house, Kejriwal gets them medicine, not (Prime Minister) Modi. I want to tell all BJP workers and supporters, open your mind a bit and stop this mindless following. They are treating you like sheep. All of you quit BJP and join AAP. You will be respected, we will not make you raise false slogans and we won’t make you put up posters of these false movies either. Do whatever, don’t promote a movie.
