Resulting from Federation Council’s inaugural Roads Advisory Committee Workshop and subsequent council meeting, a quadrant map with three members’ votes per quadrant, will form part of the committee’s Terms of Reference.
Held on September 7, 2022, the workshop discussed the total number (25) of expressions of interest received (one since withdrawn) versus the terms of reference maximum number of community members of 12 (three per quadrant).
The aim of the workshop was to invite all who submitted an expression of interest to learn more on the process and discuss the over-subscription to see if any quadrant wanted to self-nominate to a maximum of only three as per the current Terms of Reference.
Council’s director engineering services Steve Carmichael said the workshop was very well attended and allowed those who have submitted an expression of interest the chance to learn more on the overall aims and objectives of the committee.
“There was good general conversation about areas including gravel supplies, road hierarchy, requesting a list/inventory of roads and expenditure, weed and fire management and other aspects,” he said at council’s latest monthly meeting on Monday.
“The potential members all expressed a genuine good will to work with council, and share their extensive local knowledge and experience and expertise to assist council. The community members and council – councillors and staff – all have the common goal of understanding the challenges and working on solutions. All understand that in most areas there are no easy solutions but in working together, and communicating this to the group and more broadly, the challenges are more easily worked through.”
Attending the committee meeting were Mayor Pat Bourke, Cr’s Rowena Black, David Longley and David Fahey OAM, council’s director engineering services Steve Carmichael, manager infrastructure Leigh Ashford, manager communication and engagement Alannah Greenwood and General Manager Adrian Butler; community members Robert Pearce, Paul Lavis, Roly Dye, Murk Schoen, Derek Schoen, Malcolm Bruce, Craig Marshall, Christine Gorman, Robert Purtle OAM, Angelique Bennett, Richard Nixon and Pat Dore.
The total community members present was 12, and those who sent an apology totalled six, which means potentially the five who neither attended nor submitted an apology may no longer be interested/available. “They will be attempted to be re-contacted via email to ascertain their position,” Mr Carmichael said.
Council is to receive further reports by way of Roads Advisory Committee Minutes following meetings.
Apologies were received from Cr Andrew Kennedy, Paul Routley, Sean Morphett, Sherryn Ferguson, Sam Talbot, Meg Ford and Helen Ralston Star; Kim Monk asked to be removed due to work commitments.
Cr Rowena Black described the September 7 meeting as “great”.
“It’s good to get commitment. Everyone’s keen to get it going before the end of October,” she said.
Cr Black enquired about bus routes to which Mr Carmichael said were under full investigation.
The attached map of quadrants and the approximate location of each member is shown and was unanimously adopted on Monday to form part of the Terms of Reference.
“It is also worth noting that the Quadrant 2 currently contains two members, Pat Dore and Paul Routley, and the southern area of this quadrant, around Rand especially, does not have a member. Steve Wolter being the closest to that quadrant (Quadrant 1 member) could for example also vote in that quadrant in addition to quadrant 1,” Mr Carmichael said.
At Cr Nicholls’s suggestion, council will allow more time to formally seek representation from Rand.
Hard copy information will be presented to the members including the quadrant maps, road inventory details, current grant funding, detailed road maps for each quadrant to workshop in more detail those roads and other information that can be added that is felt more usable in a hard copy format.
